The Philippines is one of the countries most vulnerable to Climate Change. Even though it contributes minimally in greenhouse gas generation compared to most countries, it is located at the typhoon belt in the Pacific that results in tremendous loss of life, damage to property and economic dislocation.<br />
<br />
That is why a coordinated and comprehensive plan must be developed and crafted and continuously updated in order to address the challenges posed by Climate Change and Natural Disasters.<br />
<br />
A “Roadmap” was submitted by the Department of Environment and Natural Resources (DENR) to President Rodrigo R. Duterte. This “roadmap” will provide policies, initiatives and will serve as a guide to make the country resilient in the face of the impact of climate change and reduce the risks of natural disasters that strike the country annually.  <br />
<span style="white-space: pre;"> </span><br />
<br />
The Risk Resiliency Program (RRP) program will provide assistance to the Philippines in order to strengthen the resiliency of natural ecosystems and further enhance the capabilities of communities that are vulnerable to short and long-term risks<br />
<br />
The CCAM-DRR also aims to enable communities to climate and disaster-resilient that not only addresses short-term effects of climate change and natural disasters but also to be able to gain equitable and sustainable development in spite of these risks.<br />
<br />
The four outcome objectives for the roadmap are the following:<br />
<br />
1.<span style="white-space: pre;"> </span>Increasing adaptive capacities of vulnerable communities.<br />
2.<span style="white-space: pre;"> </span>Ensuring an adequate supply of clean air.<br />
3.<span style="white-space: pre;"> </span>Increased resilience of critical infrastructure.<br />
4.<span style="white-space: pre;"> </span>Access to information, and institutional capacities.<br />
<br />
The roadmap which was submitted will be in effect for the next four years.<br />

The Southeast Monsoon weather system is now prevailing over the Philippines. The Philippines has 2 weather seasons, the Wet and the Dry. The Wet Season is where the Southeast Monsoon is affecting the country. These rain band of clouds emanating from the Indian Ocean and carried by monsoon winds across Southeast Asia and usually starts at the end of the month of May with its tail end on the month of November annually.<br />
<br />
Historically, the Philippines has been devastated by this weather system and it has only gotten worse when the pressures of population density resulted in people living in hazard areas that are prone to flooding. Also, economic considerations with regards to working during this season have wreaked havoc to those who must go outside to work, trade and to go to school. The previous warning system showed deficiencies in giving the correct advisory with regards to rainfall. This was highlighted when tropical Storm Ondoy hit the metropolis and surrounding provinces last 2009. Although TS Storm Signal Number 1 was hoisted by the weather agency PAGASA, the amount of rainfall that led to unprecedented flooding caught everybody by surprise. A new system was developed and refined.<br />
<br />
Today, this warning and advisory system is in place so that proper information would serve as a guide as to how the intensity of rainfall will affect people and places. To make it easier to understand, color-coding was applied. The following are the latest Color Codes:<br />
<br />
1.<span style="white-space: pre;"> </span>Yellow - 7.5 – 15 mm of Heavy rainfall is to continue for 1 - 2 hours. This means that flooding is possible in the affected areas. Monitoring by the is being implemented by the agencies concerned.<br />
<br />
2.<span style="white-space: pre;"> </span>Orange – 15 – 30 mm of Intense rainfall has been observed for 1 hour and will continue for 2 hours. Flooding is threatening and the condition is in the Alert level and preparations for possible evacuations in affected areas are now being implemented b the agencies concerned.<br />
<br />
3.<span style="white-space: pre;"> </span>Red – more than 30 mm of Torrential rainfall has been observed and is expected to continue for the next 2 hours.   Serious flooding is expected in the low-lying affected areas. Evacuation to safe areas is now being implemented.<br />
<br />
These color-coded advisories must be heeded for safety reasons. When caught outdoors immediately proceed to higher ground and avoid traversing the floods.<br />

The Philippines is one of the most disaster-prone countries in the world. It lies along the Typhoon Belt of the Pacific Ocean and tropical cyclones come at an average of 20 annually. These result in floods, landslides and economic and property damages. The toll on lives has been greater than average worldwide.<br />
<br />
It is not only in critical public infrastructure where damage is significant. The effect on families and communities also considerably add to the detrimental effects of inclement weather. Thus, safety in the homes must also be given prime importance since health and safety issues are involved. The following tips are to guide the homeowner.<br />

Roof<br />
<br />
Roof maintenance must be given importance since moisture inside the house must be controlled. It is not only for comfort but also for health reasons. Germs and bacteria multiply faster in a moisture rich environment.<br />
<br />
Make sure that the roof is kept clean regularly. Fallen leaves must be cleared from the roof and downspouts. These contribute to rusting of the roof and the formation of rotten spots that lead to holes in the roof.<br />

Plumbing<br />

Water supply must be kept clean at all times. Pipes with leaks and holes must be replaced or repaired. This is where water contamination can occur during the rainy season. Seepage from rainwater carries germs and bacteria that can cause waterborne diseases.<br />

Drainage<br />
<br />
Drainage systems must be kept clear all the time even when it is not yet the rainy season. Clogged drainages result in stagnant water and prevent the quick flow of water. These are also hotbeds of germs and bacteria together with dengue-carrying mosquitoes.<br />

Pathways and Passages<br />
<br />
It must be ensured that pathways we kept clear of garbage and other materials. Make sure that these pathways are not slippery when wet. This adds to the minimization of accidents. <br />
<br />
It must also be noted that emergency supplies of medicine, water and food be stocked by the time the rainy season starts. In the event of floods, there must be information about where to call for assistance and where the nearest evacuation center is located.<br />

These effects are flooding, landslides and affect its economy as well such as agriculture.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">It is also along the Pacific Ring of Fire where tectonic and volcanic activity is common. This makes the Philippines vulnerable to earthquakes and volcanic eruptions.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">The Philippine population currently is at 104 million and has one of the highest population growth rates in the world. Poverty is rated at a high of 25% among the poorest of the poor and 35% at poverty level on top of that.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">Thus, habitations and communities among the poverty-stricken are mostly concentrated on the most vulnerable areas with regards to disasters.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">Owing to population pressure, the lack of land for habitation and naturally occurring disasters, the primary hazards such as flooding has also exacerbated the health of these communities. According to the Global Climate Risk Index 2015, the country is topmost among nations adversely affected by typhoons, floods, and heat waves. Thus, the country is now rated as the No. 1 country most affected by disasters caused by weather.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">As mentioned above, such communities are more vulnerable to types of diseases born by congested communities, unsanitary conditions and lack of health facilities. These diseases such as water-borne and vector-borne diseases include dengue, chikungunya, and malaria gets worse during the times when a natural disaster strikes.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">These cases worsen in combination with close proximity between households, lack of proper toilet facilities and most of all potable, clean water.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;">There are efforts by the Department of Health (DOH), the local government units (LGUs) and private institutions and NGOs to address the basic lack of WaSH (Water Sanitation and Hygiene) facilities. The Manila Water Foundation, Private Health companies, and even Healthcare Providers are cooperating and coordinating with each other to mitigate the effects of Climate Change that brings severe weather conditions which in turn affect these communities. </span><br />

<span style="font-size: large;">With the recent devastations caused by Tropical Storms Urduja, Vinta, and Agaton, Disaster Risk Reduction and Management (DRRM) have to adjust up to such extreme weather events that are caused by Climate Change.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The National Disaster Risk Reduction and Management Council (NDRRMC) which is the lead agency tasked with handling disasters, preparation, recovery, and rehabilitation. This mandate was derived from RA 10121 or the National Disaster Risk Reduction and Management Act of 2010 with the backdrop of the devastation caused by TS Ondoy.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The NDRRMC is chaired by the head of the Department of National Defense (DND) and co-chaired by the Department of Social Welfare and Development (DSWD). </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">As co-chair of the NDRRMC, the DSWD is updating the protocols for the ever-changing dynamics of Philippine disaster preparedness and response.  </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">“So many Filipinos died because of natural calamities we should have been better prepared against. This 2018, we will work harder at improving our disaster preparedness mechanisms down to the community level, and we enjoin all local government units as well as our partners in the private sector to continue coordinating on programs, activities, and campaigns that will strengthen the Filipino people’s resilience against disasters,” DSWD Secretary Emmanuel Leyco said.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">Acknowledging that Climate Change is here and that the most logical response would be to mitigate its effects and create disaster resilient communities together with sound planning and preparation, the DSWD is enhancing its ties with the Local Government Units (LGUs) since these are on the frontlines with regards to DRRM.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">“It is also urgent to address other issues that contribute to the devastating impact of natural disasters. Among these issues are climate change and the necessity of good governance when it comes to addressing disaster management and relief programs,” Sec. Leyco said.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">This would entail enhancing LGU capacities with regards to DRRM, Resilient Communities and participation of stakeholders all the way down to the community level. </span><br />

<span style="font-size: large;">This can be achieved by a more aggressive information dissemination and education campaign down to the grassroots.</span><br />

<span style="font-size: large;">Thirteen years after the Great Asian Tsunami that killed 200,000 people and 4 years after the devastation of Typhoon Haiyan, the strongest storm in recorded history, the Asia-Pacific region still has not caught up to the demands for resilience in relation to disasters.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">According to the UN Economic and Social Commission for Asia and the Pacific (ESCAP), the regions is one of the most disaster-prone in the world and efforts in disaster resilience has been outpaced by disaster risks worsened by Climate Change.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">This can result in an increasing number of people being pushed back into poverty since they are unable to cope with the effects of disasters. These populations have the lest capacity to prepare and respond to disasters according to the ESCAP report.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">“Disasters can very quickly strip poor people of their livelihoods, bringing deeply disruptive impacts that push them back into absolute poverty or trap them in an intergenerational transmission of poverty,” Shamshad Akhtar, executive secretary of the ESCAP,  said.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The Asia-Pacific Disaster Report 2017 cited that from the year 2000 to 2015, almost 15 times disaster-related deaths were recorded in middle to lower income countries as compared to Asia-Pacific’s higher income countries.</span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The Asia and the Pacific regions account for 36% of the global gross domestic product. It is predicted that in the next 15 years, global economic losses in the Asia and Pacific regions will form 40% of these losses. </span><br />
<span style="font-size: large;"><br /></span>
<span style="font-size: large;">The Philippines is one of the most disaster-prone countries in the world with disaster risks running from earthquakes to typhoons, flooding, and other natural disasters. Geographically, the Philippines is in the “Typhon Belt” and located in the “Pacific Ring of Fire” where volcanic and tectonic plate movements are most active.</span><br />

First observed by the Joint Typhoon Warning Center (JTWC) and the Japan Meteorological Agency forming in Palau on September 23, 2009, but was downgraded to a Tropical Depression and then to a Low-Pressure Area (LPA). Upon nearing the Philippines it accelerated to a Tropical Depression and then into a Tropical Storm (TS). Upon making landfall in Aurora Province, it still retained its status as a TS on the morning of September 26, 2009.<o:p></o:p></span></div>

A steady hard rain fell starting at 7:00 a.m. and vehicles were traversing the streets with their headlights on. In Pasig City, there were by then reports of flooding by 9:00 a.m. In Marikina City, 40-foot floodwaters raged in Provident Village and the Marikina River had burst its banks. In Cainta, Rizal, trucks responding to rescue and relief operations were themselves overtaken by the flood.<o:p></o:p></span></div>

Rodriguez, Rizal was hard hit with water and mud reaching up to the roofs of its communities, so was the case in San Mateo Rizal.  The Marikina, Cainta, Pasig catch basin was being filled up with water and the waters continue to rage down the Sierra Madre.<o:p></o:p></span></div>

The result was catastrophic and in the NCR, 85% of its total land area was under water. Scenes from TV news showing flooding along Ayala Business District in Makati City with its pedestrian underpasses filled with water stunned the nation. Even the President Gloria Macapagal – Arroyo went out and directed traffic along the flooded streets of Manila.<o:p></o:p></span></div>

<span style="font-size: large;">This was borne out of the devastation wreaked by TS Ondoy in 2009. This Act reorganizes the Disaster Risk Reduction and Management Policies and Procedures of the country when it comes to natural and man-made calamities and disasters.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">In line with this policy, Disaster Risk Reduction and Management has been cascaded to the basic level of the Local Government Units (LGUs) that will be the first responders in the event of disasters and calamities.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">Currently, the LGUs depend on the national government such as agencies like PAGASA in obtaining weather information that will enable them to prepare in the event of weather related emergencies.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">These LGUs can also enhance their Disaster Risk Reduction and Management capacities with new technology that enables them to quickly prepare and respond to the exigencies of the moment. Currently, there are LGUs that have their own compact weather stations and also their own seismographic monitoring stations.</span></div>

<span style="font-size: large;">Virtual Volunteer is an app that helps refugees that give access to medical, psychological and legal support of Internally Displace Persons (IDP) and refugees.</span></div>

<span style="font-size: large;">Against the backdrop of a record 22.5 million refugees and IDPs in the world, Virtual Volunteer can be of great help to these people.</span></div>

<span style="font-size: large;">In fact, it was already launched during the World Refugee Day. The Extreme Weather Monitoring and Information Sharing System project was given a grant amounting to Y500 million. This will be undertaken under a 5 year program between Deaprtment of Science and Technology (DOST) Advanced Science and Technology Institute (ASTI) , the Japan Science and Technology under Science and Technology Partnership for Sustainable Development (SATREPS) and the Japan International Cooperation Agency (JICA).   </span></div>

<span style="font-size: large;">Pasig City is part of the catch basin between the Sierra Madre Mountain Range and Manila. Together with Cainta, Pateros, Taguig and Marikina, Pasig city is prone to flooding annually because of water cascading down from the mountains of Montalban.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">During the floods caused by Tropical Storm Ondoy, Pasig City was greatly affected and thousands of its residents had to evacuate. This brought home hard lessons learned.</span></div>

<span style="font-size: large;">The West Valley Fault has been noted to move every 100 years. Its last recorded movement was in 1884 according to the Manila Observatory that has been cataloguing such events. That means the movement of the West Valley Fault has been overdue. Although there is no monitoring system in the world that can accurately predict such events, historical geological models are the closest references available.</span></div>

<span style="font-size: large;">In the Metro manila Earthquake Impact Reduction Study (MMEIRS) that was undertaken in 2004 and funded by the Japan International Coordinating Agency (JICA). Earlier in this series, the MMEIRS Study focused on the likely scenarios that will occur. The MMEIRS Study continues to be updated according to factors that are the result of further studies and observation by the concerned agencies.</span></div>

<span style="font-size: large;">One of the anchors of the country’s disaster risk reduction and management (drrmo) is Project NOAH. Learning the lessons brought about by Storm Ondoy in 2009, there was a need for a more accurate forecast of the weather. It was no longer enough to be able to measure the strength of the wind as before. It became imperative that a better and more accurate method of not only gauging the winds but also for predicting the amount of rain that will occur within a specific time period and the exact place where the rain is expected.</span></div>

<span style="font-size: large;">NOAH (Nationwide Operational Assessment of Hazards) was a project composed of 20 disaster science research and development projects, and maps and forecasts floods, storm surges, landslides, and other natural hazards. </span></div>

<div style="text-align: justify;">
<span style="font-size: large;">It was launched in 2012 and was immediately used by local drrms in their disaster preparations and readiness. In fact, Project NOAH became the basis for mobilization of responders and those involved in rescue, recovery and rehabilitation operations.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">Project NOAH was supposed to last from 2012 to 2015 only but was extended up to February 2017. The Department of Science and Technology (DOST) discontinued it citing it was only a “Project”.</span></div>

<span style="font-size: large;">Sectors in the Disaster Risk Reduction and Management community decried the discontinuation of the project and cited the lives Project NOAH has saved.</span></div>

<span style="font-size: large;">The Weather Bureau PAGASA was supposed to continue  the project but instead decided to pass it on to the University of the Philippines (UP).</span></div>

<span style="font-size: large;">The Surigao Earthquake of 2017 has brought out the need for Infrastructure Audit of structures all over the country. The earthquake occurred on February 10, 2017 at 10:03 PM. PST. It had a maximum intensity of 7.</span></div>

<span style="font-size: large;">The devastation caused by the earthquake resulted in 6 deaths and 120 injured. It destroyed 300 houses and caused 7 bridges to collapse. It affected 11 towns in the province and the airport in Surigao City had to be ordered closed since its runway was damaged by the quake.</span></div>

<span style="font-size: large;">Footages shown on TV news depicted widespread structural damage not only in public buildings but also privately owned structures such as malls and commercial buildings.</span></div>

<span style="font-size: large;">It also resulted in widespread power outages and disruption of water supply to the affected Local Government Units.</span></div>

The Provincial Government building had to be evacuated and the immediate convening of the Provincial Disaster Risk Reduction and Management Council had to be undertaken outdoors since the structural integrity of the building had to be ascertained in the event of further aftershocks.</span></div>

<span style="font-size: large;">These effects were already foreseen since 2011 when the Department of Interior and Local Government (DILG) ordered a nationwide infrastructure audit beginning with government structures. These were then cascaded down all the way to the local level.</span></div>

<span style="font-size: large;">Results of the infrastructure audit would enable the creation of the Disaster Contingency Plan of every LGU. Also, these would be the basis for needed reinforcing of existing structures identified to be  vulnerable to such earthquake magnitude.</span></div>
